Well it has been a long time since anyone posted here so thought I would just make a quick post about the post by Ravahan,
Ummm, guess you don't have Paralyze. Slow is a good debuff to be sure, but simply not first one to cast. The order that seems to work best is: Paralyze, Blind, Slow. This gives the mob less attacks (Paralyze stops attack and blind lowers accuracy) first which lowers damage done which saves mp for healer so u can pull more in less time. Just my 2 gil worth though. Whatever works best for u and the parties ur in.

New RDMs should know to cast this as your first debuff. Always. It roxxors. I recently learned that it also stacks with other slow effects, such as Sprout Smack (BLU spell). As some others have mentioned, I didn't think much of this spell when I first got it, but use it anyway. Trust me.

Nope.
The mob has had its delay between actions slowed; unfortunately, DoT is directly relative to RoA.
That would be great if Dia did progress at the same rate for a longer time though..

At lvl 20 on my RDM, my enfeeble skill is maxed at 64, and the slow is on par with one of the slows of everquest. I can actually see a large differnce at that point, but when i first got the spell i almost never cast it, wasted a lot of mana and did almost nothing. But now its losing enough attack rounds to more than make up for a couple heals. So for 15 mana, i can save qutie a bit from not having to do a few heals over the duration of one of the tougher mobs

Bastok doesn't if it's ranked #3, but does it if it's ranked #1.
San d'Oria has it if it's ranked #1, as well.

I'm in Windurst and I've checked the AH a couple of times and haven't been successful in finding this spell! Does it sell in a store or something?

This slow is very very minor. I assume it gets better with skill ups, but for now it appears to slow the mob a few percent.. 3-5% or so.

It's sold, never have seen it dropping off from mobs ;)
