If the bells are indeed new weapons they will be clubs. SE has said time and time again they will not be adding any new weapon types.

I'm amazed at how many people seriously don't know that those are the Dream Bells from last December's Starlight Celebration, and are coming up with the idea that this is some kind of new weapon type.

At first I thought that picture had to do with the fabled mage melee update, but that fanciful dream was crushed by the realization that they're holding Dream Bells. The picture likely hints at nothing more than the fact that the bells will be added to the holiday NPC storage list, following in SE's long-standing tradition of releasing holiday event items and not allowing people to store them for several months.
