The GMs set some things up so there would be mobs he could fight and get XP. I believe the mobs were on the nearby islands.

I went on the PTR and checked this out.
As a L70, rep for killing mobs went from 1 to 2.
Rep for turning in feathers/beads went from 75 to 150.
