Where is this scroll purchased besides the overpriced AH?

It can be purchased from Aroro at Kususu's Hoodoos in Port Windurst. I bought it for 367g when the area was under Windurstian control.

It seems to be basically a kamaitachi type attack; concentrated wind made really sharp.

the spell besically makes wind into razorblades and cuts them its that simple
damage caused by wind is caused by debris, not the wind itself, I don't see any debris when this is cast >_>
the spell makes a slicing sound... so it cuts em up..
thats why thin skinned mobs are weak to it (bats anyone?)
