After seeing that DRK totally own a Marid like it was a worm in Gustaberg, one of my aims is getting Desperate Blows, anyone who says LOLdrk needs to see that video and try to say the same thing..

You can't actually do that anymore. SE implemented a cap on Delay reduction of 80%, due mostly because of videos like that. DB is still damn sexy, but it's no where near as potent as it used to be.
It basically grants a 5% Haste for melee swings (not for spellcasting) for each merit you put into for the duration of Last Resort effect, capping at 15% for three merits. It's not "delay reduction", as the 15% haste increases in effectiveness with other forms of Haste from gear and spells. By itself it's nothing special, but coupled with Hasso, Haste spell, a BRD's March (or March x2), and a dedicated Haste build, you'll see a heavy decrease in swing delay.
Some Apocalypse DRKs were showing off, and between this, the Haste effect granted by the relic-only WS "Catastrophe", Hasso, SV Minuet x2, Haste spell, and haste build they were able to basically "Hundred Scythe".

How much does this reduce the delay by? and do more merits just decrease the delay further?

isnt this basically hasso for drks? im a rdm and all and it just seems that way to me just you gotta wait every 5 minuts for this to work hehe ^^;;;
