You have to zone straight into the shrine, just go straight in, and there is a ___ not a ??? but just a target... you have to touch this and get CS before you can get the Ark during full moon...

This is the rare/ex item you need in order to fight the five Arch Angels at one time (which is ZM14 mission – DIVINE MIGHT). This item can only be used ONCE, it's like a BCNM orb, once used you keep it but its worthless.
In order to get the Ark Pentasphere you need to obtain a Bottle Of Illuminink and a Parchment. The Illumink is the harder one to get, it drops from Cursed Puppets in Ro'Maeve or you can just buy it from someone's bazaar as it cannot be purchased at an AH. I bought mine for 5k off some dude.
Once you have the Bottle Of Illuminink and the Parchment, trade these items to the fountain in Ro'Maeve, (its right in front of the zone to Hall of the Gods). This can only be done during a Full Moon phase, you'll get a quick CS and then the item. I got mine during Full Moon 100% - Lightsday - 22:31 hrs and then a week later got it again at Full Moon 98% - Windsday – 1:16 hrs.
***EDIT1: I just tried this again during Full Moon 90% - Watersday - 5:09 hrs and nothing happened! 0_0***
***EDIT2: All of the above is correct, but you can only do the trade when the fountain fills up with water. Very pretty actually, it fills up with sparkly water and you can see the reflection of the moon in its surface.***

90% isn't full moon =/ Only 95 > 98 > 100 > 98 > 95 is full moon.
I made this mistake twice x_x saw it was 95%, ran out there to get my item... and then by the time I got there the day had changed and it was 93%, and now a waning gibbous -_-;;
One day I might actually get the pentasphere and moonpass =/

Actually 90% is full moon, when Ascending, it goes 90>93>95>98>100>98>95 similarly New Moon starts at 10% but ends at 5% does this make sense? not really but that's SE for you
The trade only works during full moon at night during clear weather. You have to be able to see the full moon's reflection in the water-filled fountain.
