This a Ammo and gives Fire dmg when you trow it, not addtional Fire Dmg to you melee.
What additional fire dmg to your melee attacks?
Get the weapon with that or be a RDM :P

Quite easy to explain.
Type: Grenade ( It goes BOOOM )
Weapon Category: Throwing ( You throw it away )
Damage: 6 Delay: 300 ( Does'nt give enough dmg, sell it! )
And its a onetimer! And i newer heard about any that would give +3 AGI...

It is just a trow type wepon, a grenade. nothing more.

I have one equipped, and it does NOT add fire attack to my melee attack. What would make you just go and post something like that?

no, its the arm off of a bomb type creature (like a 'balloon') and it explodes when you throw it.
Just a guess but i think it might allow you to trow bombs? Meh i dunno!
