I believe that is correct. You have to be in a party while Garuda is out for the latent affect to activate. Otherwise. I find this scythe pretty useless. The speed is terrible. Nice damage and AGI4 is ok too.

all the weapons named for Avatars have the latent active when that summon is present
correct me if im wrong but latent is active while someone in pt had garuda out?
