Yes it's confirmed, 12 of these Chips are used to pop JoF. A fairly common drop, my CoP static got more than a stack simply by getting aggro in the Palace and Garden -.-

Has anybody confirmed this
Trade 12 of them to pop Jailer of Fortitude. They drop off Eo'Ghrah.
