Dont get this cape. Umbra cape is much better than this junk.
First off, Umbra is a +1 of a relatively high (as in you can only be on the first HQ tier ever) synth. Second off, Umbra cape is 6% off physical damage, vs. this which is a blanket 3% off of everything. You face down a couple of Tiamat's inferno breaths then let me know which is better.
They didnt mention the "Damage taken -3%" on this cape, its a very good cape for ballista or major events.
