According to FFXIclopedia the Fire Lamp has Moghancement:Fire and an elemental strength of 2, so I guess the moghancement on this item here is 'Ice' and the strength is 2 too.
Fyi: the lamp looks like a typical arabian lamp (without the Genie sadly) and at the tip there is a little flame with the colour of the element.
