do you think this could possibly be better than ice staff?
Yes and no, it's better damage-wise for non ice spells, but the elemental magic +10 on the staff makes for less resists. Also, the damage boost from the staff on ice spells is much better than the damage this adds. If you have all the elemental staves already, then this item is pointless.

true if you dont take into account the +10% damage given to spells via the elemental staves. this would have been better at 50ish, but at 65 your already casting tier IV spells.
I certainly hope so, I'm using it right now...
