THIS has become BS since the introduction of these damn Goblin Bounty Hunters. Here I am minding my own business doing the quest. got one more chest to pull in to get to 4... and bam two of the goblins are on me. you know what... ***** FFXI it gets worse and worse with every update. I cant wait for a new better game to come out.
ok. So by reading your post, i make the inference that you are one of the very people that are complaining about the falling economy on FF, Thud, FISH BOTS. Lvl 1 chars walked out to the hot fishing spots, while some JP goes to sleep and wakes up with a few Mil. You cant have no gob BH AND NO FISHBOTS. Pick your poison, mate.
No, you idiot. He means that after getting level capped to 20 for the event, whoever's doing it will aggro the bounty hunters.

Having done this twice now with a third time coming today, I would like to fill you in on what I have learned. Most information is known, but to reaffirm in light of all the updates was important. You can party up with another person (I have not tried more than one). That person IS NOT CAPPED when you receive your level restriction. I fish while my second person kills any fished up mobs. That second person cannot open the chests you fish up.
You have 3 minutes from the time you trade to the time you are done. Once level restrictions wear, chests will disappear. I have had success fishing up four chests then immediately opening all four quickly, one after the other, within the time limit.
The ??? are at the waterline in the Koonta Dunes area of Buburimu Peninsula and I have not had any problems with adds there. Also, fishing rod and bait dont seem to matter, just chose a rod that depletes stamina quickly. Bait is NOT consumed when a chest is caught. The only mob I have fished up is a puffer pugil whom my partner dispatched with two hits.
You many not even have to fight at all. Yesterday, I fished up four successive chests with no monsters being caught. Opened all four chests after I fished the fourth one and got the Penguin Ring / 3 yellow globes drop. Also got a 1 byne bill and a Sky Pot (furnishing).
I do seem to get more brigand charts - 3 straight. Rate at getting these is about 5-10% or one in 10-20 Bhefel Marlins. Kind of compensates for the 150 gil you get back after Zaldon guts a marlin for you.

This is confirmed. I did this on Unicorn server with my friend Gauroma. He was fishing with his chart while I one-shotted the Pugils that he pulled up with my RNG61/NIN. I was not capped, obviously, because I was one-shotting mobs. He used his Lu Shang's with a Shrimp Lure, pulled up one chest and we got a Wooden Pot from it. The rest of the time was Puffer Pugils. Not sure if lure matters as Fasl said, it doesn't, but it seems like all we did was get mobs.

Traded this chart to the ??? in buburimu and used Halcyon rod + minnow bait.

just fish fast open up any box you fish up before time rans out (about 4 is maximum you can do, but 3 is more safe)
then hope you get the ring.

This is Different. Its only partially a BCNM fight 20 cap and you can have 1 person with you that doesnt recive cap. You fish up as many Chests as possible and if you get to the 4th Penguin ring is yours

I did the albatross ring 3 NM's fight in dunes without any problem and i came to bubu with the brigadin chart thinking that it would be the same fight and i ended up wasting chart, twice >< . Can some 1 tell me what do i have to do after i turn in chart to ???. I could not go in pt, only solo, there were no snares to be caught, i reel in a box and got a rusty cap from it, no NM ever popped, time ran out and npc disapeared. Twice!!!>< Please help me!

Alright Fishermen.. Here is the Story with the Penguin Ring.
1. Must have Inside the Belly quest Completed and ready to go.
2. Fish up Marlin and Trade to Zaldon.
3. Zaldon (hopefully) will give you one of two maps>> Pirates Map or Brgadine map.
4. These maps can be traded for Mini BCs in either Bubu or Dunes.
Brigadine Map in Bubu, Pirates map in dunes, both are lvl 20 cap BCs, so don't forget your lvl 20 gear.
