I never saw my Misery Staff do its additional effect once, and I used it for ten levels.
O_o i've seen mine go off at least once every 10 mobs, so 10 full levels with no activation sounds impossible...
anyway, in my experience, whenever you have a weapon with an "Added Effet", you will get around a 5-10% activation rate, but with the HQ versions that jumps to 10-20%... i've had my corrosive dagger go off 4 times IN A ROW, and it kicked in on almost every mob i fought when i was leveling thf (i've since switched to BRD which doesnt have much use for it unfortunately.) basically, hunt down the HQ if you want to have it kick in a lot.
There used to be a bug which was fixed where a lot of the additional effects on weapons never went off. I know one of the weapons that was affected was the level 55 great katana Dotanuki.
Now, I have to ask since I've always thought "Additional Effect" weapons were a huge disappointment. Is the additional effect FOR REAL, as in it works every time, or is it like the next-to-useless Misery Staff, Dolphin Staff, etc "additional effects" that go off when your HP is ridiculously low and you're going to probably lose anyway. Well, the +1 version of this says it's level 57 ... so I'm going to assume it's somewhere about level, ohhhhhh, ummmm, maybe 57. ::nodnod:: Yep, that's my guess.

So the Tactician Magician's Espadon +1 isn't a HQ item, it's just the normal result of an upgrade synth. The Tactician Magician's Espadon +2 is the +1 version of Tactician Magician's Espadon +1
HQ versions are always the same level as their normal counterparts.
