On the advice of a friend, I moved from fishing in Norg to fishing in Bastok Mines and my results were greatly improved. In about two hours I got 9 Rusty Leggings and 4 Rusty Subligars. I'd definitely recommend fishing for these in Bastok over anywhere else.
For those who're interested, my fishing skill level is only 2, I have Fishing Moghancement, and I'm using a Composite Rod with a Sabiki Rig. I'm fishing in that area that kind of looks like a drain right by the zone to Zeruhn Mines and Bastok Markets. All I ever get with this setup are Rusty items, copper rings, and gil. It's perfect for the NIN scroll quests.
These can also be caught from the Jeuno-Kazham airship dock area. I watched 2 people fishing there with a Lu Shang's/Sinking Minnow reel them in about 50% of the time they were casting. The other 50%, they were catching Cobalt Jellyfish
Wow- okay I get it. Everyone can catch them but no one wants to say with what pole/bait combo.
Edit- finally found someone in game to help me. For those that also wanted to know, go with a pole used to catch large fish or many small fish (check description, I went with a single hook rod since it was cheapest) and the bait is either insect or crayfish paste.
Possibly the best piece of equipment you can have. A smart player would wear these all the way to 75, but you don't see many players like that now days.

These are for the Like a Shining Legging quest in Norg. Generally if you check the top right, items involved in quests usually have a link to that quest already posted. Just something to keep an eye out for.
I Actually fished these out of Port San D'oria this morning. These and a rusty bucket. XD Iceday right after an update must be good luck for rusty things. Any idea what they could be restored into?
I can confirm that these can also be caught in the enclosed pool of water just south of the fountain in Bastok Markets. I'm not sure if they can be caught in the waterways there as well, however.
