Dumbass int is the stupid persons word for Intelligence look it up.
I'm not an expert, but I (as a BLM) would much rather have the set of Elemental Sets compared to this wand. The only reason you may want this is for when casting Aero spells with the ice staff as your main weapon. I usually use my ice for everything except dark (dark staff), thunder (bought a thunder staff as well) and any Air based spells, for which I still use the solid wand

which is better: this sloth wand with +7 int or an ice staff with +4 int and +10 elemental skill? we're talking about things not getting resisted folks...
Plus, it's the companion to the Gluttony Sword, which I bet you've been lusting after whenever you felt like tanking.
It is not all negative stats. If you look carefully it is +7 Intelligence which is ideal for a Black mage who the rest of the stats do not effect considerably.
