This is an item only GMs get to have. And not regular GM's, but the GMs that Marry you. So you cannot get this. sorry.
Star Pendant is indeed level 59 to use. It is also Rare/Exclusive, so it will not be available for purchase anywhere. I also believe it gives a modest bonus to MP as well; something like +9 MP. Only saw it once on another person, so memory is a little fuzzy. It's a nice little upgrade from the Bird Whistle though.

Level to use this is 59 Correct ? not 40,... as i recall because I am currently lvl45 waiting to get this piece. I also believe this is the 4th quest given to you by the Star Onion Brigade in windhurst

I can't find any information on this anywhere, I think it's made up.

well, they're not on AH, picture have not been submitted, and it's tell to exist by auto-collection... i really would like they exists, but i doubt it

no thats for the Star Necklace, this is a different neckpiece, the other gives you a 15HP->MP boost while this only increases element resistance.
there are many neck pieces that do the exact same thing (but differently)
1) Bird whistle: +5 HP
2) Flower Necklace: ummm looks pretty
3) Star Pendant: Dark +9 Light +9
4) Star Necklace: 15HP-MP conversion
Personally i wear the Flower Necklace b/c its prettier than the bird whistle and the HP boost is barely noticable but i'll probably try to get this pendant if i can find out how to get it
either way, once i hit 59 its that star necklace all the way
