The Weapons from the sea gods seem to bee 100% drops, the torques seem to be kinda rare, and the pop items aren't 100% either.
From what I have read.. This is dropped (not 100%) from the Jailer of Temperance. The Jailer of Temperance is considered to be a Tier 1 Sea god.
The Jailer of Temperance is a lottery pop for the Aerns in the Grand Palace of Hu'Xzoi (first map) at positions H4, C8, L8, J13, and F13.
What is unclear to me is whether the Placeholder (PH) is at one of these 5 locations and you just need to find the PH and kill it. Or you can stay in 1 position and kill Aerns until the Jailer pops.
The Jailer of Temperance also drops a Temperance Axe (100%) and the 1st Virtue (not 100%).

Mostly correct, except for 1 (important) part. JoT is NOT an aern type mob, and aerns are not his place holder. He is a pot type, and spawns after 1 of 5 particular Eo'Zdei (also pot type) mobs is killed.
This looks like it would be good for Bard and Beastmaster. I think Bard gets Spirit Taker at 73, and +7 to Staff skill, and actually boosting CHR too is... well, it's really nice. :P
Of course Axe skill would be good for Bst (or any other job that uses Axe.)

Temperance Axe is only RNG/BST. God knows why us RNGs have it. Ill try to get a pic uploaded soon...

Meh, its kinda weird the last time i saw that it was crits hit...oh well we wont start a fight for that so you win on staff skill lol =P

This is one of the maaaaaany items that can only be obtained in the Lumoria region(a.k.a. Sea). Those items are those awesome Rare/ex rings, torques, capes and earrings that you see every now and then.
They are dropped from NMs spawned by trading stuff dropped from the Al'Taieu mobs and are quite powerful(altho some arent as much)
