I got this last night and am about to start using it for Black Smithing...
I know that Black Smithing is commonly refered to as "Smithing"... But I'm curious as to if this works for both Black Smithing and Gold Smithing. Does anyone know this answer? I'll keep checking back.

Latent kicks in when you are at or under 60 smithing skill so ppl say. I just hit 60.7 and then i saw this item so I got it and it isn't kicking in for me... I wish (if that 60 and under is true) I would have waited on lvling till I had it, oh well.
Any idea what causes the latent effect?
If I had to take a random guess I'd say it would only work on lower level smithing. A trained member shouldn't need a "trainees" hammer, right?

This weapon is the reward for a quest called Hammering Hearts. Here is the summary:
A new type of Quadav armor has been causing tension in the military. Ghemp wants a heavy Quadav chestplate and heavy Quadav backplate for analysis. Obtain and deliver the items to Scarred Shark for a reward.
1) Talk to Scarred Shark. He is located in Bastok Markets (S) at (G-5).
2) He asks you for a Heavy Quadav Backplate* and a Heavy Quadav Chestplate.
3) Trade both items to Scarred Shark, and he will tell you to return later.
4) Talk to Scarred Shark again after a day (in game) has passed for a final cutscene and your reward.
* There is no page for this item on Allakhazam, but it drops from Nickel Quadav (in Pashhow Marshlands (S)) as well as Veteran and Greater Quadav (in Grauberg (S)).
