Made one of these today for someone.
I'm WW98, SM51, and CC10. With those subs, I was able to craft it successfully. Didn't get a skill up on either. My guess is that at least the CC cap is fairly low. SM probably a bit higher since it involved a darksteel sheet.

pretty ironic o_O kind of funny to read this post, now that many moons have passed and there actually IS going to be a blue mage ^^ should be interesting to see how that pans out, along with Corsair.
