After getting the vice take it back to the Meret, shes next to Yurim in the Safehold. (The person for the Obi / Gorget quest.)
Talk to her and she will talk about the things you gave Yurim before for your obi / gorget. And wishes for you to bring her something.
(Not positive, but it seems like you need to have done the obi / gorget quest atleast once to get this from what Meret says.)
Trade her the Vice and she will talk about it and reward you with your cape.
