Got this from a Hover Tank in the Temple of Uggalepih. It was difficult to find a spawn area that wasn't being camped, but my Amoureux and I ended up finding an awesome spot and got Enthunder II on our third Hover Tank. What's odd is that I got Enfire II and Enblizzard II on the same day as this, and all three drops were from the third mob killed.
edit: Also, Macchi Gazlitah (Ru'Lude Gardens H-9) sells these scrolls, apparently.
