I got this at 21 didnt have it at 20 though definatly not a 24 spell

I had this bloodpact at lvl 21. It may be lower than that too. I didn't get fenrir until I was lvl 21 but I know this ability is lower than lvl 24.

I recently started lvling my summoner again cause I just got fenrir and I got this ability at lvl 21 not 24 I'm at lvl 22 now.
