I read this tip and tried it out, confirmed to make them use Refueling on its first tp move. Cast slow or use a move like sprout smack to inflict slow on the bomb. This will make the mob ui more likely to cast refueling to overwrite the slow effect. Fought 4 bombs and only saw refueling once, didnt learn it. Then found this tip, used sprout smack and the bomb used it for the first tp move, learned.

I have been trying to get this spell for a long time now. I know that you can learn it from clusters in the Aht Urghan area, and that is the only area I am able to currently go to fight these, but I am BLU54/NIN27. I need someones help to get this spell in Aht Urghan OR someone to help me with Promathia Mission: Below the Ark (go to all 3 Promyvians and beat all 3 bosses or whatever it is).

Lufaise meadows appears during fog days. Weatherman NPC inside Tavnazian safehold is located in center room, at the top of the spiral stairs. She will say "cloudy" to indicate chances of Fog to appear. Fog weather effect is slight and hard to notice but you can get a better picture at the bridge area. They usually pop just beyond Tavnazian safehold entrances (across the bridge) where it appears to be a small wooden lookout tower areas. Note: Sudden weather changes such as windy, thunderstorms and dusty will make Cluster bomb monster disappear. Fog times are usually around 3:00-8:00 early in the morning.

It appears on foggy days usually 3:00-8:00. If you check with the Weatherman NPC in Tavnazian safehold near the top spiral stairs, she has to say "cloudy" as an indication that there is chance of Fog. The fog weather effects in Lufaise meadows is only slight and hard to notice the difference. You'll have to pay attention to the bridge area which will show the fog effects abit better. There are 3 spots it appears.

i have camped this for about 5 vanadiel days and only got one pop. 3/5 of those days the weather requirements were fulfilled and my 70 blu friend and i searched through the time period. the time it popped i could not learn it before it died(yes we did stun when it was going to self-destruct). the best place to learn this spell would be Mount Zhayolm. only 1 75 rdm with good soloing skills is needed there.
I heard that you can learn this ability from clusters in the new area. Has anyone learned it from there? Just curious...
