This spell is so cool!! I love being able to save the party by sleeping that unlucky link or that pesky aggroing goblin. It's also kinda fun to sleep everything in a lower lv area just for kicks. lol.
The character with the highest Enfeebling (like the RDM, assuming the same level), will be more likely to "stick" the enfeeble. (i.e. Make it have any effect at all.) Assuming both characters can stick it, the one with the higher Intelligence (the BLM) will get a longer-lasting effect.
In party play, this means that if you are fighting an IT mob, the RDM will likely be the only one that can sleep it at all, but if the BLM gets lucky and manages to stick the spell, it will last longer than the RDM's sleeps did (probably; there's some randomness). However, if you're only fighting a T, both magi would be likely to be able to stick the spell, and the BLM would need to do so less often than the RDM.
To sum up… IT: RDM probably "better" T: BLM probably "better"
This is incorrect. Sleep I lands for 30 game minutes unresisted. It CAN sometimes land partially resisted where it only last 1/2 as long (15 game minutes). Because int has nothing to do with this (aside from the neglible decrease in resist rate), it is 100% better for the rdm to use it if given the choice because the rdm is least likely for both a full resist and a partial resist.
Oh, and Sleep II is 37 game minutes. What makes this spell so great is it has a natural higher chance of landing unresisted (only slightly), but more importantly you can stick it on top of Sleep I. This means that after sleeping a mob with lullaby or Sleep I, you can cast Sleep II whenever you want and (assuming no resist) it makes the mob stay asleep for 37 more game minutes. Please note that this does not stack with the first sleep, it gives 37 game minutes from that point regardless how much time was left on the first sleep.
Edit: Elemental Seal does nothing to increase duration over cap, only helps to insure it lands and for full duration.

This spell is very good to save the group and give you a bit more time to heal/med up before you fight the 2nd mob pulled by error or simply because it spawned on you.
However, it's not a solution for chain #, since it's not very reliable when it's part of your support job. For some reason, it get resisted frequently and when it lands on the target, it doesn't last for very long (often less than 1 minute).
But it's still a good spell to have in your inventory like bind.
