You must be at least Level 10 to open or receive this quest. See Elyos 10 for more quests that can be started at this same level.

† All quests reward XP but NCSoft is fond of changing the amounts frequently, to the point that it is simply not wise to try to track the exact amount in a wiki.

Quest Notes

At level 10 you are not allowed to teleport to Eltnen and Heiron. Therefore the only way to complete this quest at the level when it would actually be worth doing is to buy an Eltnen Fortress Scroll and a New Heiron Gate Scroll from Himusus at Elyos Square in Sanctum. These two will cost you 8,400  . We suggest, if you can afford it, that you also buy a Sanctum Scroll, for another 1,800  , before leaving Sanctum so you can return easily after collecting the opinions.

Deurone (PW/AA) is at Kuriullu Outpost in Eltnen. Use your Eltnen Fortress Scroll, then fly from Eltnen Fortress to Agairon Village, and finally from there to Kuriullu Outpost. The two flights should set you back about 6,000  .

Celestine is in the Manduri Forest in Eltnen. Reverse the above route back to Eltnen Fortress, then go west on foot into Manduri Forest and south to the spring near Manduri Village.

Erone is at Arbolu's Haven in Heiron. Use your New Heiron Gate Scroll, then fly to Arbolu's Haven (7,000  ).

If you bought the Return scroll, use it now to report back to Andu (PW/AA). If you did not, fly back to New Heiron Gate and then teleport to Sanctum.

If you have followed the above route, and if you bought a Return scroll for Sanctum, you should have spent in the neighborhood of 18,000  to complete this quest which only rewards 2,500  . If you fly the last part you would spend roughly 15,000  . Since these places are all in zones you are way too low to actually hunt or quest in, offsetting the cost, we advise you skip this quest, or simply wait until later when the XP from this quest will be meaningless.

Also, we have it on good authority that there are more quests that follow this one and you must kill mobs that are over level 25 to finish the quest chain.

We suppose you could teleport to Verteron (600  ) and run to all the other zones and places, but you would never survive it at level 10.
