The Spire of Vahzl is the BCNM map within Promyvion-Vahzl the "fourth promy" if you will, you must go through it to clear PM5-2 which contains a BCNM against stronger versions of all three of the original promy bosses. This is one of the three. Once you complete PM5-2 you can return to Promyvion-Vahzl at any time but the only point in doing so is to do the "Pulling the Plug" ENM which rewards, among other things, the Toreador's Ring, Safety Mantle, and Astral Rope.
