It's ALWAYS possible for any nation to take over ANY Outpost. The only reason (for example) West Ronfaure is always under Sandy control is because new players in Sandy will always go there, and usually, people will go there to level different jobs as well. Same goes for East/West Sarutabaruta and North/South Gustaberg. It's not at all impossible, just unlikely due to its location!
Bastok took over West Sabaruta on Pheonix server a while back... got screen shots of my mule /cheer after a successful supply run ^^

It is possible for another nation to get Ronfaure. I mean, it happened over the summer where Sandy got Sarutabaruta. You just have to have a -lot- of low lvl people go in an invade an area.

i personally dont think its the low levels getting ronfaure, King Ranperres Tomb is part of the area, this is a place level 75s leve and you can level there for early to mid 50s i think

i dunno if youve ever noticed the npc that says 'trade me your old armor and ill add it to your nations conquest total', the teleport npc at the outposts, more than likely it was done by having alot of people trade in garbage armor, heck id blow a mil on crap eq to op from windurst to bastok
If you're looking to buy these from Faustin or Jourille, good freakin' luck. With Ronfaure right next to San d'Oria, it'll be a cold day in Ifrit's Cauldron before Bastok or Windurst manages to take it.

About once every 3-6 months I see shouts in Jeuno for taking over Such areas as Ronfarue. Windurst has done it at least twice in the past year on my server
Bastok has taken sando on another server before... theres a picture of it i forgot where it is tho
