The body and hand piece are part of the Dusk armour set, BTW. And, yeah, the leg armour is like the Noct set except Red. I have no idea what it's called. ^^

What kind of armor is he wearing? The helm is from the Eisen/Kampf set, and the feet look like mining/harvesting boots, but what are his body, hand, and leg armors? (The leg looks like a red version of the Shade set.)

I believe this NPC, as well as the others found in Tavnazian Safehold, begin selling more items as you complete Promathia missions.
According to a couple of sites I've found online, you can get the Femina Subligar from this guy.
