I'm not sure exactly what the stats on it are, but after drinking a cup of chai, I noticed that I had received +2 CHR. None of my other gear had any +CHR.
While it's not called Starbucks, there is a tea house where you can buy both Coffee and Tea. Even has the cakes on the counter and in what may be one of the most obscure in-jokes in the game, there is a relation between a quest that starts in location and the origin of the Starbuck name.

I'm kinda interested to know which quest your talking about. As far as I am aware the company was named after the first mate of the ship in Moby ****, and sources seem to confirm that. XD I dont really remember anything about Mobdy **** in the quests that start there.
