usually when they make an item named after a past avatar it has some berring on future appearences ^_^

Cerebrus is -not- an Avatar in any way shape or form. In the mythos or anything. Cerebrus is an NM period.
Cerberus is a GF in FFVIII, GFs can be summoned, Ifrit, Shiva, and Leviathan are GFs too, so in that sense Cerberus -is- an avatar in a "way, shape or form", as having a past as a summonable along with others that DO exist in the game as avatars.
