to check for the scroll, you have to talk to your moogle shortly after the conquest tally, (which is 8am PST) this goes for all furniture items, (beds, tarudesk, ect..) I know it sux waking up early on a Sunday ('especially if you party like i do on weekends) Hope this helps
Actually you do not have to speak with your moogle 'shortly' after conquest tally; you simply must wait until after the next conquest tally that occurs after you place the object in the layout.
During the conquest tally, the game 'flags' the new quests/cutscenes that your moogle may do; regardless of whether it is a free scroll, a mog expansion quest, etc.
Waking up early on Sunday (US time assumed) is not required... The update occurs around 9 AM US Central time (how long it takes to compute depends on system load, etc. so the duration does vary slightly each time) - once you have seen the system messages announcing the new conquest ranking, the tally should be complete and you should be set to get the quest/item by talking to moogle.

I've had mine less than a week (~4 days) and my fame is only L2 right now (I'm a windurstian, and this is in windurst) and I've already gotten the spell.

You have to talk to your moggle to receive the poem.
in order for the mog to write that poem for you, you have to have sufficient fame (i believe in your hometown,) but i do not know the minimum fame as when i finished the quest that award this item i already have 120+ unique quests over all (37 from my hometown Sandy)

I put my stationary set in my MOOGLE house over a week ago and I dont have anything yet :/
sorry if im stating the obvious but did you put it in your mog house and select it im layout?

Yep, your Mog definitely writes a Poem for you. I got Scop's Operretta... I dunno if he does this every week or what... it'd be awesome if it was!

Heard that if your house is well decorate, your mog write more song and also spell, some can be of great value

If put in your mog house, your mog will write a poem (a bard spell) in about 1 reallife week.
