Haste Spell is 15.6%
a easy way to calculate how much delay your character has with haste gear and spells or songs is. add up your haste gear. for example. my nin has 40% in haste armor. (turban 5) (nin afbody 5) (Koga Hakama 5) (Supanomimi 5) (shinobi earring 20 when my HP is red) = 40+ 30haste for dual wield upgrade 4 = 70% in haste. so when you dual wield your total delay is main weapon delay + 1/2 off hand delay so 227+113.5 = 340.5 total delay. so 340.5 x 70% = 238.35 << that is the 70% so you take 340.5 - 238.35 = 102.15.... now 60 delay = 1 second... we know this cause SE released this information so 102.15 / 60 = 1.7 seconds..... so i will swing every 1.7 seconds. this time starts from when you start your 1st swing.. and it takes about 1 second to swing 2 times.. so this is almost constant swinging.... if your a nin who loves you swing alot its very fun to get a Hornetneedle + Platoon dagger... both are 150 delay... plug this in to the formula...150main+75off hand = 225 delay - the 70% = a total delay of 67.5 therefore its 1.1 seconds in real time. now remember it takes about a second to swing 2 daggers. so this is none stop swinging. faster then a k club... now add in say... haste spell which is 15.6% you will swing faster then the animation can keep up. and build TP mega fast. don't forget that you double attack as a nin/war when you do this... to watch this is insane. i do it all the time for fun...
People will often confuse the TP rate calculation for delay which is the average delay of both weapons. example. 227x2= 454 / 2 = 227 duh... buts it would be different for different delay weapons like 227+300= 527 / 2 = 263.5 delay... your TP is calculated on the 263.5 per hand... so sometimes you can get a odd number that don't make sense. like 15. so you would be like i got 8 and 7. no in fact you got 7.5 and 7.5....so you wanna know how much TP you get for the delay you have. well they updated the TP gain system in april 18 2006. it goes like this

180 - 450 5.0 + [(Delay - 180) * 6.5] / 270 <<<<< example
450 - 480 11.5 + [(Delay - 450) * 1.5] / 30
480 - 530 13.0 + [(Delay - 480) * 1.5] / 50
530 - 999 14.5 + [(Delay - 530) * 3.5] / 470
heres how to work the chart with me... ok say i have 300 delay. you fall into the 180 - 450 category. so 300-180= 120 * 6.5 = 780 / 270 = 2.8 therefore so add the 2.8TP to the 5.0 TP base delay for that category and you get 7.8 TP
now your TP bar will never say a tenth of a point so it rounds up to 8... but if you were to dual wield 2 300 delay weapons it would be 7.8 x2 = 15.6 TP..now in the case of dual wielding it does not round up. it rounds down so you get 15 TP per your 2 hits 1 for each hand.
