Was synthing one of these at 38.4 for my test item on Firesday with ADV Synth Support and got the +1 =D

The BRD in my static wants me to make him this, but I suspect I am not yet skilled enough to make the HQ version. (48 woodworking atm), does anyone know the approximate level this can be crafted about 33% of the time.
I know that even when your skill dwarfs an items synth level, it can still be hard to get the HQ.
I have about a 60% HQ rate on maple wands and ash poles. These are way below what I want to make.
If anyone knows what level you gain a decent HQ rate on this item, I would love to know. Otherwise I am just gonna tell my BRD tough luck.
