Out of 6 Like the Wind ENMs, seen this only been rewarded once =P, however it isn't exactly meant to be a push over to get a hold of now =P.

It's used to enter the uncapped BCNM - Ouryu Cometh. A lot of ENM's require a key item of some sort in order to participate in them, like the Astral Covenant (from getting a Florid Stone in Pso'Xja) and such.
The drop rate on this leaves much to be desired.
