Look at Draeth while he examines the bones
Speak to Draeth. He'll give you a special potion that you need to complete.
Kill 8 a forest avenger in the forest for their eyes (the falcons around 4011, -827, 293 )
Obtain 6 inanimated bones in Howlers Cove (little glowing mound of bones on the sand and at the bottom of the sea)
Examine the necrotic potion
find necrotic artifacts on the bottom of the floor. They look like long bones with blackish particles and respawn fast (5 minutes or so). Possible locs include:
