After assisting Lepethida with her quests, you will receive a mail with an extra bracer attached to it. Take the bracer to Veasna at 35, 197, 22 within Falinpol on Daarspire isle in Vesspyr Isles to begin this quest.
Make sure the bracer is unequipped
Right-click the yellow gem you were given and select use
Click on the bracer you were sent to add the gem to it
Confirm that you want to upgrade the item
Speak with Veasna again
Do the same with the second gem
This time Veasna gives the tip that examining the item will show how many and what color gem to use to empower an item
Do the same a third and final time.
This time Veasna tells you that not all items can be empowered, so examine to check first
Veasna also tells you that you can purchase more gems from Devalkin in Falinpol, in exchange for Etyma
