This wind is used for fighting against Byakko, not Genbu. Nowadays you really can't get much for it, since everyone's doing Gods it seems.
Also, yes this is a one-time use only item, but if used with RNGs Unlimited Shot ablity, you get to keep it.

Drops from Seiryu, Dragon god in Ru'Aun Gardens.
I've seen them sell for 10k - 100k. Its one time use only and you only use it on one of the other 3 gods. Lowers the defence(movement, attack?) of god when used.
Think you use it on Genbu.
Is the damage correct, think its 1 DMG. Would need to check again.
