You can fish them in the pond in qufim, or even in Port Jeuno.

Use a Shrimp Lure, I think they cap around 30~

cap at least at 39... got skillups past 38.
and the ice pond in qufim is the best place, with shrimp lure you'll catch almost only herring and tiger cod, and actually very few monsters or items. the occassional black sole if you're high enough.

I made a stack of these and various mules and people in my ls ate them, so we would get an idea of the effects.

Level 1 Hume Warrior
Dex+3
Mnd-3
Attack+1 (6.67% increase)
No strength added. No evasion added

Level 7 Mithra Red Mage
Dex+3
Mnd-3
Attack+3 (10.71% increase)
No strength added. No evasion added

Level 18 Elvaan Monk
Dex+3
Mnd-3
Attack+8 (11.42% increase)

Level 55 Taru Red Mage

Dex +3
Mnd -3
Attack +25 (11.96% increase)

Due to the fact that I don't know how FFXI's programming rounds decimals (whether up or down), I cannot state that this is not a straight 12% attack increase once you leave lvl 1.

I know that SE said that stats would be affected by job and level so...

Fot my level 45 thief:
Dex +4
Str +2
Attack +19% (rough estimate)
Percieved +accuracy (during an exp party, I just noticed that I was hitting more than with mithkabobs)

are you sure that this is lv46? i was making these fine at lv42 with little failure, but i couldn't make grape juice very well (3-4 out of 12 times were good). i couldn't raise the level past 46 so i think this is a lv45 item
RE: question
# Jul 26 2004 at 3:40 PM Rating: Decent
Well the numbers in Parenthesis is the Cap Level not the level u can make it.

This is Pickled Herring...
Can't be it..
# Jan 17 2004 at 2:45 PM Rating: Default
Has to do more than just 2 dex. Bet it adds evasion or something.
RE: Can't be it..
# Feb 23 2004 at 3:01 AM Rating: Default
Its stackable, high yield, and cheap to make. That's good enough for me to make a few for my low level drk in need of dex to solo, even tho its long since trivial.
