You get the -1 armlets from dynamis Buburimu. The mob that dropped them for me were the birds. I only wish they had accepted my screenshot along with the stats that I e-mailed to them for this.

You need the Assassin's Armlets, Assassin's Armlets -1, sheep chammy, and 28 Tukuku whiteshells. Trade these items to Sagheera (the limbus NPC) and you will get the +1 after the next conquest tally.

you obtain this by gettin the assassin's armlets that you can't equip in a CoP dynamis then use limbus coins to buy the +1, i think
