Just for anyone that is interested, it's used in order to upgrade the Evoker's Horn to the +1 version. Beyond that I haven't been able to find any applicable use for this item currently.

Probably for some new quests or areas that will be introduced in expansion CD or online update. I guess they tend to do that sometimes.
