From what I have read, this item drops (not 100%) from the Ix'Aern that is popped with HQ Aern Organs in the Grand Palace of Hu'Xzoi (2nd map at either G7 or I7). The Ix'Aern can summon 1 or 2 Qn'Aerns (this may depend on how many organs you trade).
The Ix'Aern can also the Vice of Antipathy (which you can trade to get a Merciful Cape)
