The item is used in Bastok mission 3/2 "TO THE FORSAKEN MINES." It is dropped by Blind Moby in the Gusgen Mines.

hmmm, what is this thing for? got 1 in inventory . . . .it can sell to npc for 300 gil at jeuno . . . .
