Looks like a new "oh, ninja can be tanks, who new?" item. Like all the new JSE they just got.
It's a NM buffalo. It casts blizzard IV and blizzardga III. He has an attack that goes through shadows. I suggest a pld kite him. He spawns in U. range. There are addons including raptors, bombs and tarurus that cast Doom.
