ok... you say that if you get the entire set, slow is negated... ok... but is it only the +1 set?

If you get the full set, the slow% dissappears.
Jesus, this whole gearset is IDEAL for thief with the correct equipment and equip macros...Haste gear for TP and this gear for Smacking on the big SA or TA would be absolutely INSANE.....********...Aren't the cursed materials and the abjurations for these wicked hard to obtain?
Or you can just swap to the hecatomb gear as THF for much higher SA damage :D

Is this correct being listed for feet? Also, Hecatomb Leggings+1 are listed under Legs. Switched, perhaps?

Yea, cause it says 'Subligar'.
Considering the Uberness of the other stats, it's likely to affect you.
Just as Haste: 8% would affect you for exemple on the Brown Belt

does the slow: 14% effect you, defend you from it more, or effect the enemy?
It's 14% of a slow effect on you, meaning you attack 14% slower. It's to balance the insane awesomeness of the other stats. That's why if you see someone wearing full Hecatomb gear, they almost always have a multi-hit weapon or two (i.e. Joyeuse, Ridill, or Kraken Club). It makes up for the slow.
