Because of the fact that alchemists can only use the NQ version of this is whatever they are doing the HQ is really cheap, nobody wants it.
I bought 1 for 9k and got 2.9k GP from it, which is much more attractive then spending 20k for 2.5k GP.
Theres one occasionally at the Bastok AH.
