rofl my shell finally beated this biocth. No one raised our SMN in time and it auto looted (good going WHMs..) and lost his chance to get this... WTF hes been waiting for it for a year and a half.

They're also the only hand peice in the game with Macc+ a RDM's best friend, what makes your perp down more important again?

Mst.Cst. Bracelets are not active on a regular enough basis to count on, and there's nothing else to add either Enfeebling Skill or Magic Accuracy in that slot, so there's a perfectly valid reason to want these on a RDM. These also have an excellent enmity reduction that often would otherwise be lost by a RDM swapping between int and mnd gloves, something no longer necessary once these are obtained. Less enmity all the time is hard to come by for a job that gear swaps frequently, and it's helpful when that same job is called upon to main heal or support nuke.
A really nice side benefit is that with 2 fast cast traits active, the 1% haste drops my recast time on Refresh by another second, making it that much easier to finish a cycle and do something else before I have to start refreshing again. For me, that 1% haste makes a difference (and that's just one spell where I'm saving time). Less time waiting = more time I can be casting or even taking the admittedly rare knee.
I will say that these don't seem that great for non-rdm, non-smn jobs, since the other jobs seem to have better options.
To get these gloves someone in your alliance needs to have beaten NW, SW, NE, and SE Apollyon and received the rare/ex chips form those areas. Those chips are then traded to the Swirling Vortex to gain access to Central Apollyon. There you fight Proto-Ultima which can drop Ultima's Cerebrum, Ultima's Heart, Ultima's Claw, Ultima's Leg, and Ultima's Tail. For the nashira gages, you need to get the Ultima's Claw and trade it to an npc in Mhaura.
