Just got this dagger today, its Ex, its a great dagger the wind procs nicely

It's EX, saw Katapon in Whitegate (Gilgamesh server) with it. Not sure how to get it yet, still talking to him.
is it gaurenteed wind like the s kukri?
It's a Sirocco Kukri+2!
EDIT: Please, for the love of god, make it a ISNM drop, an assault drop, or a synth with a scintillant ingot! (mezraq and scintillant ring are pretty close to as good as this, a guy can hope.) Please don't make this a NM drop or HNM that ends up being 10+ million like all other good daggers.
