All you need is an Alliance of 10 people, male and female from Elvaan/Hume/Tarutaru, no real specific grouping order...it's funny seeing people spaz out because the females aren't in this group or whatever...we just hooked up 10 people, talked to the moogle and were told "The Moogle grapevine tells me that this is the perfect combination!" or something like that, got hooked up with 3 of each cake, so I'm happy to report just relax, get 9 other people with you and chitchat with a Moogle.
Is this item for bards only. Seems odd to me. If not please update the info.

You definately cannot sell to Auction House. I went to it last night to try and they wouldn't. The "going" price on Seraph right now in your Bazaar is 2k each or 20k a stack. Personally that is pretty high but whatever. If you wanna be a tiny Tarutaru girl that bad be my guest.
to get 3 of each of the 4 cakes (Taru, Mithra, Hume and Elvaan) you'll need 6 Male Characters and 4 Female characters. Other wise you get 1 of 3 randomly selected cakes (such as Taru, Mithra and Hume)

I just got these by joining an alliance of 10 people and talking to the Moogle. I am from Bastok, so the Moogle was beside the fountain in Bastok Markets, just like during the Halloween festival.
Basically, you join a party of 5 people then another party of 5 allies with you, and then the Moogle will give you the cakes. Make sure you have 4 slots open in your inventory, or he won't give them to you.
He gives you 3 of each type of cake: Hume, Taru, Mithra, and Elvian. Each Vanadiel day (approx 48 min) you can ask the Moogle again. I stayed there for about 15 minutes waiting for iceday to turn into lightningsday, and I got another 3 of each cake. So now I have 6 of each.
Not sure if you can put these on the AH, aand you definitly can't sell it to the vendors, but you can put them in your bazaar.
