No this is not Rapid Shot X2, as rapid shot cancel out the delay when you shoot, and makes you shoot as soon as you hit use "macro= /ra" or range attack from the menu...
Now snapshot only reduce the delay from your weapon, this does not mean you will shoot as soon as you hit your range attack macro, but reduce how long it takes you to shoot.

Works similar to Haste, It doesn't reduce the TP gained/shot.

So let's say you're using:
Ebow/Vbow (Eurytos' Bow/Vali's Bow)
Delay: 490 - 6% = 460.6 Delay

Delay: 432 - 6% = 406 Delay

I think it actually reduces the delay slightly of your ranged attacks.
